The gate that decides whether a reviewed public lead can be owned by a safe role lane later, without contacting or onboarding the visitor.

Assignment is ownership, not action

FAEDA can plan who should own a lead later, but the owner still cannot contact, verify, onboard, sell, or create records until a later approved gate allows it.

Phase 221 designs the lead assignment approval gate only. It does not assign leads, contact visitors, create CRM tasks, create accounts, verify identity, approve onboarding, activate listings, create orders, create payments, create wallets, create commissions, or sync data to partners.
